A. PROFILE

Role Title: Senior Manager - Business Control (Network & IT)
Reporting to: Director, Financial Planning & Performance Management

B. CONTEXT

Purpose: Partner with Network & IT leadership to drive financial performance, cost efficiency, investment governance and strategic planning. Ensure financial discipline across technology operations through planning, forecasting, performance analysis, cost control, and governance activities.

Context: Finance Department sets a strategic direction and runs day-to-day operations of all finance, procurement and supply chain activities. Finance Department also ensures the company growth plans are managed from a financial perspective and profit targets are achieved within an acceptable level of risk.

C. ROLE ACCOUNTABILITIES

Financial Planning & Forecasting

• Lead Annual Operation Plan (AOP) development for Network & IT functions.
• Prepare monthly latest estimate (LE) and rolling forecast submissions.
• Develop cost-driver-based budgeting models and financial forecasts.
• Monitor actual spending against budget and forecast.
• Identify financial risks, opportunities and recommend corrective actions.
• Support long-term strategic financial planning for technology investments.

Cost Ownership & Financial Control

• Act as financial owner for Network & IT operating expenses.
• Review and approve cost allocation, provisions and accruals.
• Ensure accuracy and completeness of month-end financial postings.
• Monitor cost center performance and spending compliance.
• Tighten control on expenses and promote cost optimization.
• Maintain strong financial controls and compliance with accounting policies.

Monthly Financial Performance Management & Business Analysis

• Perform deep-dive analysis of actual financial performance.
• Analyse cost drivers, trends, and operational efficiency metrics.
• Conduct monthly performance reviews with technology leadership.
• Prepare business insights and recommendation to improve financial results.
• Identify opportunities for productivity improvements and cost savings.
• Develop dashboards and KPI reporting for management decision-making.

Governance, Investment Control & Risk Management

• Lead financial governance processes for Network & IT investments.
• Review business cases and investment proposals at Investment Control (IC) forums.
• Conduct post-investment evaluations and benefits realization reviews.
• Validate and track savings initiatives and transformation benefits
• Ensure compliance with corporate financial governance requirements.
• Implement and strengthen internal control frameworks and processes

Stakeholder Management & Business Partnering

• Serve as trusted finance business partner to CXOs and network & IT leadership teams.
• Participate in operational reviews, strategic planning sessions, and vendor negotiations.
• Support decision-making with financial insights and scenario analysis.
• Collaborate with Procurement, Finance, Network and IT team.
• Drive alignment between business objectives and technology investments.
• Facilitate monthly performance calls and governance forums

Specialized Network & IT Finance & Value Creation

• Perform site profitability analysis and network transformation assessments.
• Evaluate Low Utilization Tower (LUT) to High Utilization Tower (HUT) conversion opportunities.
• Develop tower lease sensitivity and contract renegotiation financial models.
• Analyse energy and power consumption costs across network technologies.
• Support renewable energy and energy-efficiency business cases.
• Quantify financial benefits from network modernization and technology programs.

Internal: Works closely with senior management, finance teams, and other business units to drive performance and support strategic initiatives
External: Interact with external auditors or consultants as needed for performance reviews or process improvements

F. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

• 7-10 years of experience in financial management, business performance analysis, or strategic planning, with at least 3 years in a senior management role.
• At least 3 years of experience in Telco industry

Minimum Entry Qualifications

• Bachelor's degree in finance or related field: accounting, reporting, controlling, statistics
• Professional qualification like MBA, ACCA, etc.
