A. PROFILE

Role Title: Procurement Manager Tower, Power and Fiber
Reporting to: Procurement Senior Manager (Active Network)

B. CONTEXT

Purpose

  • Lead sourcing and end-to-end procurement activities for TowerCo, Power, Fiber, Network Rollout, and Passive infrastructure categories for U9
  • Execute tendering, negotiation, and supplier selection processes to ensure competitive pricing, quality, and business advantage
  • Develop, validate, communicate, and implement category-specific sourcing strategies and roadmaps aligned with business objectives
  • Collaborate with internal stakeholders to define and deliver category initiatives and procurement plans
  • Identify, manage, and mitigate commercial and contractual risks while ensuring appropriate pricing and protection mechanisms
  • Manage and strengthen supplier relationships to drive continuous improvement in performance, quality, and service delivery
  • Set, monitor, and report on category sourcing performance targets and ensure compliance with procurement policies and procedures
  • Oversee sourcing for towers, power for sites, site rollout, fiber deployment and leasing, operations and maintenance, and fuel procurement

Context:

The Sourcing Division sets the strategic direction and runs day-to-day operations of all finance, procurement and supply chain activities. Procurement Department also ensures the company growth plans are managed from a financial perspective and profit targets are achieved within an acceptable level of risk.

The Sourcing division sets the strategy, process, and procedures for the sourcing and acquisition of goods and services to support U9 business operations. The department oversees the issuing of purchase orders, negotiates contractual agreements with 3rd party vendors and ensures purchases meet acceptable standards of quality while optimizing costs.

C. ROLE ACCOUNTABILITIES

  • Lead sourcing strategy and vendor development for Fiber, Network Services, Passive Infrastructure, TowerCo, and Power categories for U9, ensuring sustainable, efficient, and cost-effective solutions
  • Manage end-to-end tendering, RFP/RFI/RFQ development, supplier evaluation, negotiation, and contract implementation, including TowerCo engagement, cost benchmarking, and long-term agreements with fiber, tower, power, and service providers
  • Develop and execute category sourcing strategies supported by spend, demand, and supply market analysis to identify total cost reduction and value-creation opportunities across fiber, tower, and power portfolios
  • Establish and implement best-in-class procurement practices, including TowerCo cost benchmarking, total cost of ownership (TCO) analysis, and competitive purchasing frameworks
  • Collaborate closely with technology, strategic sourcing, and cross-functional stakeholders to align sourcing strategies, validate decisions, and ensure timely execution
  • Oversee contract compliance, pricing accuracy, and procurement governance, ensuring adherence to U9 policies, SLAs, and legal requirements
  • Monitor PR/PO processes, manage contract variations, and track project delivery to ensure sourcing activities remain on time and within budget
  • Develop, manage, and review supplier KPIs, scorecards, and performance data, conducting regular supplier reviews to drive continuous improvement
  • Manage strategic TowerCo and power provider relationships, driving performance improvements, cost management, and long-term partnership value
  • Prepare and present performance reports covering projects, spend, savings, vendor performance, pricing, and sourcing effectiveness to management
  • Manage supplier relationships and maintain up-to-date supplier information including qualifications, delivery performance, and service portfolios
  • Support the implementation of global sourcing contracts through local implementation agreements and lead post-implementation change management to realize business value
  • Set measurable category objectives and targets, promote compliance with procurement policies, and drive continuous process improvement
  • Provide leadership and progress monitoring across cross-functional and locally-led sourcing teams
  • Apply advanced category, technical, and commercial expertise in telecommunications, with strong contract management and legal terms and conditions development capabilities in Tower, Power, and Fiber domain

D. KEY PERFORMANCE INDICATORS

  • Capex & Opex Reduction All saving types related to U9 Procurement Service Efficiency All transactions completed within timelines & as per set SLA's
  • Compliance to Procurement Policy and Procedures Procurement cases to be handled and POs to be issued by following the Procurement Policy and Procedures/ especial attention on the contracts
  • Contract Management Making sure the availability of the contracts for all the relevant transactions (according to the policy) signed and recorded within the timelines and Timely escalation for resolutions
  • Performance and Project Management Timely completion of the projects

E. WORKING RELATIONSHIPS & DECISION MAKING

Interacts with:
Internal: Technology (CTIO and Planning Director, Operation, Project and rollout) President, CEO, CXOs and TE Members
External: Tower Co, Vendors and partners

Decision Making

Decisions regarding vendor selection and pricing to be taken in conjunction with Head of Sourcing and Tender Committee

F. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

  • 4 - 5 years' work experience in a procurement and purchasing role, preferably with a technology, Tower Co or telecoms firm
  • At least 3 years' experience working in procurement for telecommunications-technology pillar
  • Broad knowledge of procurement process and documentation requirements, including local taxation and commercial laws
  • Experience assisting with the bidding process and documentations with suppliers/vendors
  • Strong negotiation and communication skills
  • Highly detail-oriented and analytical
  • Intermediate level English language skills (written and verbal)
  • Strong knowledge in ERP, MS office and E- procurement systems.
  • Basic understanding of telecoms market, key technologies and industry trends
  • Familiarity with SAP platforms and systems is preferred

Minimum Entry Qualifications

  • Bachelor Degree in Business Administration, Civil or BE in Electrical, telecom and other related domain.
