A. PROFILE

Role Title: Senior Manager - Performance Management

B. CONTEXT

Purpose: Business Performance Management Senior Manager is responsible for driving end-to-end business performance across commercial and technology domains, with a strong focus on top-line growth acceleration, operational efficiency and profitability improvement. The role leads to cross-functional alignment, ensures disciplined execution, and drives data-driven decision-making to deliver measurable business outcomes.
Context:  Finance Department sets a strategic direction and runs day-to-day operations of all finance, procurement and supply chain activities. Finance Department also ensures the company growth plans are managed from a financial perspective and profit targets are achieved within an acceptable level of risk.

C. ROLE ACCOUNTABILITIES

Top-Line Growth Acceleration

  • Lead initiatives to accelerate revenue growth by identifying market opportunities and performance gaps
  • Drive cluster-based strategies to improve localized market responsiveness and commercial effectiveness
  • Champion LUT to HUT (low utilization tower to high utilization tower) initiatives to unlock revenue potential and improving site profitability

Performance Governance & Execution

  • Lead and facilitate the weekly performance war room:
    • Identify critical issues and bottlenecks
    • Align cross-function stakeholders
    • Track actions and ensure timely execution
  • Drive a structured Diagnose. Prioritize > Mobilize > Execute > Monitor performance management cycle
  • Ensure disciplined follow-up and accountability across all functions

Cluster Way of Working

  • Design and implement cluster-based operating models to improve:
    • Dynamic market-level performance ownership
    • Decision-making speed
    • Decentralize with clear accountability
    • Decision-making speed
    • Effective GTM in line with growth opportunity
  • Enable commercial teams to operate with sharper geographic and customer focus
  • Develop Regional/Cluster benchmarking model to identify performance gaps and best practices
  • Translate insights into actionable improvement plans
  • Support leadership with data-driven recommendation on growth and efficiency

Cost Efficiency & Transformation

  • Lead structured cost optimization programs, including:
    • Baseline assessment of tower lease and energy costs
    • Vendor benchmarking and lease optimization
    • Energy consumption optimization and cost-saving initiatives
  • Drive implementation of real-time monitoring dashboards for cost and performance tracking
  • Ensure sustainability of savings through governance and KPI integration

Performance Management Reporting

  • Define and monitor critical performance KPIs across growth, efficiency and profitability
  • Develop dashboards for real-time tracking and insights
  • Lead monthly performance reviews with management

Stakeholder Engagement and Communication

  • Act as a central coordination point across commercial, technology, and finance teams
  • Drive alignment and ownership for key transformation initiatives
  • Support senior stakeholders to enable timely decision-making

E. WORKING RELATIONSHIPS & DECISION MAKING

Interacts with: 
Internal: Works closely with senior management, finance teams, and other business units to drive performance and support strategic initiatives.

External: Interact with external auditors or consultants as needed for performance reviews or process improvements

Decision Making 

  • key insights and recommendations to senior management to support strategic decisions.
  • Makes decisions on process improvements and financial modelling to enhance performance management.

F. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

  • 7-10 years of experience in financial management, business performance analysis, or strategic planning, with at least 3 years in a senior management role.
  • At least 3 years of experience in Telco industry

Minimum Entry Qualifications

  • Bachelor Degree in Finance or related field: accounting, reporting, controlling, statistics
  • Professional qualification like MBA, ACCA, etc.
