Job Summary
The Procurement Manager will be responsible for managing the end-to-end procurement lifecycle for major onshore oil and gas projects. This includes developing procurement strategies, sourcing suppliers, negotiating contracts, and ensuring timely and cost-effective delivery of equipment, materials, and services in compliance with project specifications and client requirements. The role requires strong leadership, market knowledge, and coordination across engineering, construction, and commercial teams
Key Responsibilities
- Develop and implement comprehensive procurement plans aligned with project schedules and budgets
- Manage the full procurement lifecycle including tendering, bid evaluation, negotiations, contract awards, and post-award administration
- Ensure procurement activities are compliant with company policies, contractual obligations, and client-specific requirements (e.g., ADNOC standards)
- Build and maintain strong relationships with suppliers, subcontractors, and manufacturers globally
- Coordinate closely with engineering, construction, planning, and logistics teams to ensure procurement supports overall project execution
- Lead and mentor a team of procurement professionals, ensuring workload distribution and performance management
- Monitor market trends and pricing to optimize procurement decisions and mitigate risk
- Ensure timely delivery of critical equipment and materials in accordance with the path of construction
- Support vendor prequalification, expediting, and inspection processes
- Manage claims, variations, and dispute resolution with suppliers and vendors
- Provide regular reports to senior management on procurement progress, risks, and KPIs
- Maintain robust documentation and records to support audit and project close-out requirements
Required Skills and Qualifications
- Bachelors Degree in Supply Chain Management, Engineering, Business Administration, or a related field (Masters preferred)
- 15+ years of procurement experience in the oil & gas sector, with at least 5 years in a managerial capacity on onshore projects
- Strong understanding of project procurement processes, contract law, international supply chains, INCOTERMS, and logistics
- Proficiency in ERP systems (SAP, Oracle, etc.) and procurement tools
- Excellent negotiation, commercial, and vendor management skills
- Knowledge of HSE, quality standards, and local/international regulations related to procurement
- Candidates with ADNOC projects experience will be given preference
