::: KEY ACCOUNTABILITIES :::

Facilitate Contractor HSSE Management:

  • Work with line management and contract owners to ensure that all work and activities conducted by contractors comply with the company's policies, standards, and procedures.
  • Review document for pre-qualification screening (Pre-Q), HSSE technical evaluation and response to relevant parties.
  • Supporting establishment of standards, procedures, and controls related to contractor HSSE management
  • Work with the stakeholder to ensure that post audit and lesson learnt been communicated and documented.
  • Develop high-risk contractor assurance and audit plan and work with relevant parties to execute the plan.

Steward HSSE Assurance Activity:

  • Stay updated on government regulations at local, state, national, and international levels that impact health, safety, and environmental practices.
  • Analyze and interpret Health, Safety, Security, and Environment (HSSE) regulatory requirements relevant to the organization's operations.
  • Ensure the organization adheres to all applicable laws and standards.
  • Conduct regular inspections, audits, and assessments to identify potential hazards, on-compliance issues, and unsafe practices.
  • Develop and implement corrective and preventive action plans to address identified HSSE gaps or deficiencies through various departmental opportunities, such as senior management visits and ISO internal and external audits.

Manage Internal and External Reporting:

  • Oversee the preparation and submission of various reports, including monthly and annual environmental DMF reports, waste reports, EIA monitoring and compliance reports, sample collection, and coordination, DMF HSSE annual and 5-year reports, HSSE statistics, trending reports, and ISO documentation.
  • Maintain accurate submission records and acknowledgments from regulatory bodies.
  • Proactively address regulator requests and foster positive relationships with external agencies.
  • Coordinate and supervise field sampling activities and the deliverables of external consultants.
  • Collaborate with relevant parties on ISO 9001, 14001, and 45001 internal and external audits.
  • Organize, schedule, and facilitate the integrated HSSE internal audit program on an annual basis.
  • Serve as a qualified auditor for the integrated internal audit program for both offshore and office sites.
  • Develop and follow up on internal and external audit reports, conclude internal audit findings, and develop corrective actions. Regularly monitor and track the closure of audit findings.
  • Act as the primary point of contact between the HSSE department and government agencies (HSE function and discipline) regarding HSE matters.
  • Establish and maintain positive relationships with regulatory authorities.

Implement HSSE campaigns and steward the HSSE related awards:

  • Execute HSSE campaigns and programs to enhance HSSE performance as outlined in the HSSE plan.
  • Manage all activities related to external HSSE award programs, ensuring smooth preparation and execution of regulatory site visits and audits. Responsibilities include liaising with ONEP, DMF, and other agencies on location selection, scheduling, and audit preparation; coordinating logistics with internal teams; preparing presentations and reports for award committees; communicating schedules and requirements to all stakeholders; and representing the company during award ceremonies.

Continuous Improvement into HSSE related activities:

  • Contribute to the identification of opportunities for continuous improvement of the HSSE processes, practices.

:: QUALIFICATIONS :::

Knowledge & Qualifications:

  • A degree in Occupational Health and Safety, Public Health, Safety Engineering, or an equivalent qualification.
  • Good knowledge of local and international legislation, regulations, and industry best practices in HSSE.

Experience:

  • Over 10 years of experience in HSSE, Occupational Health and Safety, or Environmental roles within the Oil & Gas industry or other major hazard industries.
  • A Professional Safety Officer certificate and offshore experience in HSSE-related positions is an advantage.

Skills:

  • Strong communication and presentation abilities.
  • Proficient in Speaking and Writing for both Thai and English.
  • Excellent interpersonal and analytical skills.
  • Advanced computer proficiency.
  • Effective planning and organizational capabilities.
  • In-depth knowledge of HSSE laws and regulations.
  • Familiarity with ISO standards, emergency response systems, and HSE legislation.
