Location: Offshore Geotechnical Drilling Vessel (USA)

Start Date:  22nd August +/- 

Duration: Approximately 3 weeks

Requirements:

  • BOSIET Certification
  • OGUK Medical Certificate

Qualifications/Experience:

  • Evidence of experience in Health Safety and Environmental function
  • Experience in HSE Coaching / Mentoring to industry best practice standards
  • Experience leadership training, development delivery and follow up
  • Experience in management system compliance audits
  • Experience in behavioural culture change programs.
  • Experience of leading or participating in incident investigations and root cause analysis.
  • Advanced understanding and use of MS Office, specifically Word, Excel and Powerpoint
  • Experience of working in a multi-cultural and multi-national workforce
  • Basic understanding and application of Management Systems (ISO 14001, ISO 9001 and ISO 45001:2018) and continuous improvement

Preferred:

  • NEBOSH Certificate or similar other training certificate
  • Certified ISO 9001, 14001 and ISO 45001 Internal auditor (or any one so that basic auditing is understood)
  • Some Offshore/Marine HSE experience

JOB SUMMARY:

The Health, Safety and Environmental (HSE) Representative reports to the Drilling Supervisor on a day-to-day basis. The position provides HSE support, coaching, and expertise to drilling operations. HSE Representative supports all site HSE requirements and provides advice on the clients Integrate Management System requirements and HSE industry best practice. The HSE Representative is expected to focus his / her workday on regular site visits and ensuring high visibility on the vessel or operational site.

RESPONSIBILITIES:

Every employee shall be held accountable and responsible for:

  • Adhering to the client Policies and Procedures relating to Health, safety, and the environment. All personnel should not only adhere to the policies and procedures but should actively promote their contents to continually improve HSE both offshore and onshore.
  • Promote safety through coaching, knowledge sharing and, in all respects, demonstrate a visible leadership in safety and thereby ensuring that accidents are prevented to the maximum extent possible.
  • Continue to further develop and maintain a safety culture onboard the clients fleet of offshore vessels.

The duties assigned to HSE Representative will be varied; these will include but not be limited to the following:

  • The HSE Representatives accountability and responsibility is a key element of our Health and SafetyFramework to achieve our Zero Incidents, Zero Harm goal.
  • Coach/mentor/motivate management and supervision where required on safety leadership and the benefits of a proactive approach on this area.
  • Be familiar with and apply the rules, policies, and procedures of the Company.
  • Reports directly to the Drilling Supervisor to support the day-to-day HSE management and long-range stewardship of the facility.
  • To set a positive example to others and encourage participation in HSE initiatives and observation/intervention processes.
  • Support the incident reporting process and ensure Company standards is adhered to and root cause analysis is conducted to determine root causes.
  • Development and presentation of material at the weekly safety meetings and rolling out any initiatives that the client may be promoting from time to time.
  • Champion and monitor the implementation of the observation card program and ensure that all personnel are fully functional on the use of cards and reporting issues.
  • Carry out new start/visitor inductions in conjunction with Chief Officer. (If on charter vessels induction will be shown after vessel induction to all involved in the project)
  • Demonstrate and lead by example the requirement to implement the IMS systems and processes.
  • Develop and build positive working relationships with client during operations to benefit contractual relationships.
  • To maintain a visible HSE presence on the site through daily worksite tours and regular auditing / inspection activities.
  • Develop a close working relationship with supervision, project / vessel management and workforce and mentor where required to raise understanding of HSE issues and implementation at the worksite.
  • Liaise with shore base to ensure that all competency issues of personnel are updated in accordance with the client's training programs.
  • Ensure that all personnel are aware of the training requirements laid out by the client in accordance with the training matrix.
  • Facilitate all In-House Offshore Training in accordance with the clients Training Programs
  • Support the Job Safety Analysis (JSA) process or equivalent by training and mentoring personnel.
  • Developing and monitoring project / vessel HSE requirements, assisting with the close out of corrective actions / opportunities for improvement and work within the team to develop Risk Assessments / HIRAs and HAZIDs.
  • Where appropriate assisting with HSE requirements during mobilisation and demobilisation operations on-site
  • To protect the environment.
  • Any other duties deemed necessary, which are within the bounds of the incumbents competence and function.

LIAISON

The HSE Representative will liaise directly with the Drilling Supervisor. This function may also liaise with Project Manager, Master, OPM, HSE Supervisor and Rig Manager as and when required.
