Position Description

The Contracts and Procurement Division manages all aspects of the company's contracts, subcontracts, vendor agreements, submission and risk management for the performance of R&D, systems integration, technical services, and delivery of software and hardware.

As a critical managerial position, a seasoned Senior Contracts Manager is sought to join the Contracts and Procurement team with a primary focus on supporting Commercial Contracts and proposals (both Domestic and International). This position will report to the Director of Contracts and have 23 direct reports in support of the Surface Transportation Group RAIL division. The ideal candidate will bring strong leadership experience, a deep understanding of contract life cycle management, and a proactive, solution-oriented approach to supporting internal stakeholders and mitigating contractual risk.

Responsibilities:

  • Lead the review, negotiation, and administration of a variety of Commercial, State and Local, and International contracts and agreements

  • Perform proposal preparation activities ensuring risk mitigation and compliance with RFP instructions as part of a proposal team comprising program and business development personnel in coordination with internal stakeholders

  • Provide guidance and strategic support to operational leaders, finance counterparts, and other key stakeholders to ensure contract terms align with corporate risk tolerance

  • Mentor and manage team members or contract administrators

  • Initiate internal program setup and kickoff upon award of new programs

  • Track contract milestones, maintain status on contract actions, and process internal contract modification requests

  • Prepare requests for contractual modifications and change orders

  • Create and oversee creation of contract information summary reports in compliance with company procedures

  • Compile and analyze contract-related data and maintain historical information

  • Support audits, regulatory reviews, and corporate governance efforts

  • Process internal program close-out activities

  • Perform other Contracts Administrative activities as assigned

Qualifications Required:

  • Bachelors degree or equivalent, minimum 10 years of closely related experience, including at least 3 years managerial experience

  • Knowledge of different contract, solicitation, and agreement types including FFP, Time and Material, Teaming Agreements, Proprietary Information Agreements, etc.

  • Proven track record in negotiating and managing a wide variety of commercial agreements with minimal oversight

  • Excellent analytical, verbal, and written skills with strong attention to detail

  • Strong experience with Microsoft Suite (Outlook, Excel, Word & Adobe Pro)

Qualifications Desired:

  • Knowledge of Export Control regulations

  • Experience supporting or managing international contracts

  • Experience with Deltek
