Position: EIA & Government Coordinator

About the Company

Pan Orient Energy (Siam) Ltd. is an upstream Oil & Gas Exploration & Production (E&P) operator in Thailand. The company currently operates the L53 onshore petroleum concession with producing assets in Nakhon Pathom and Suphan Buri Provinces and is preparing for the development of a new petroleum concession project.

The successful candidate will initially be employed on a 2–3 year contract, with the opportunity to become a permanent employee based on project progress and commercial production.

Position Summary

The EIA & Government Coordinator is responsible for ensuring compliance with Environmental Impact Assessment (EIA) requirements and applicable regulatory obligations while serving as the primary liaison between the company, government agencies, consultants, and local communities. This role supports environmental compliance, government relations, public participation activities, and Health, Safety & Environment (HSE) initiatives to ensure smooth project execution and regulatory compliance.

Key Responsibilities

Environmental Compliance & EIA

  • Review Environmental Impact Assessment (EIA), compliance audit, and environmental monitoring reports.
  • Maintain and update the company's EIA database and environmental documentation.
  • Prepare amendment reports, submission letters, and supporting documentation for submission to relevant government authorities.
  • Develop, plan, and coordinate EIA compliance audit and environmental monitoring programs.
  • Identify opportunities for EIA improvements and recommend corrective or preventive actions.
  • Ensure compliance with all environmental permits, approvals, and regulatory requirements.

Government & Regulatory Coordination

  • Coordinate and maintain effective working relationships with local, provincial, and national government authorities, including the Department of Mineral Fuels (DMF) and other relevant agencies.
  • Prepare and submit regulatory correspondence and reports required by government authorities.
  • Monitor regulatory changes and ensure timely compliance with applicable laws and permit conditions.
  • Coordinate with environmental consultants regarding EIA studies, bidding processes, proposal evaluations, and contract administration.

Community & Public Relations

  • Plan, organize, and coordinate community engagement and public participation activities.
  • Represent the company at public participation meetings and stakeholder consultations.
  • Organize field public roadshows and community outreach programs for local villagers and stakeholders.
  • Manage and support the company's community relations and corporate public relations activities.

HSE Support

  • Provide operational Health, Safety & Environment (HSE) support for office operations and the Kamphaeng Saen field base.
  • Support environmental and HSE initiatives to ensure compliance with company standards and regulatory requirements.

Qualifications

  • Bachelor's degree in Environmental Science, Environmental Engineering, Natural Resources Management, Public Administration, Political Science, or a related field.
  • Minimum 5 years of experience in Environmental Impact Assessment (EIA), environmental compliance, government relations, community relations, or public relations.
  • Experience in the Oil & Gas Exploration & Production (E&P) industry is required.
  • Strong knowledge of Thailand's environmental regulations and EIA processes.
  • Experience coordinating with government authorities, consultants, and local communities.
  • Excellent communication, interpersonal, and stakeholder management skills.
  • Strong planning, organizational, and project coordination abilities.
  • Good command of both Thai and English, with strong report writing and documentation skills.
  • Proficient in Microsoft Office applications.

Work Location

Field operations in Nakhon Pathom and Suphan Buri, Thailand, with occasional travel to government offices, project sites, and community engagement activities as required.
