Senior Development Planning Engineer

 Job Description:

Client: A subsidiary of a leading oil and gas exploration and production company.

Location: Kuala Lumpur, Malaysia

Type of hiring: 2 years direct hire (renewal based on performance)

Key Objectives:

As a Senior Engineer in Development Planning, your primary responsibility is to lead and coordinate development studies specifically tailored to the Project. This role entails working closely with various teams to devise development scenarios, conduct economic assessments, and ensure the Project's field development plans are optimized. You will play a vital role in maximizing hydrocarbon recovery economically, while also prioritizing environmental considerations and ensuring the successful execution of the Project.

Responsibilities:

I. Leading Project Development Planning:

  • Collaborate with multidisciplinary teams to propose development scenarios for the Project, considering facilities for treatment and transportation, production well arrangements, and CCS requirements.
  • Coordinate with reservoir engineering, geologists, geophysicists, engineering, and commercial teams to conduct long-term development studies and formulate a field development plan (FDP) specific to the Lang Lebah Project, ensuring project objectives are met.
  • Drive the integration of planning for gas field development and Carbon Capture and Storage (CCS) within the Project.
  • Coordinate CCS-related activities including regulatory compliance, environmental impact assessments (EIA), storage field depletion, abandonment plans, and the development of a tailored Measurement, Monitoring, and Verification (MMV) Plan for the Project.
  • Prepare comprehensive reference documents for pre-projects related to the Project, collaborating closely with the Pre-Project Team to ensure timely and high-quality study deliverables.

II. Compiling Cost Data and Conducting Economic Evaluations:

  • Gather accurate and current cost data for various facilities within the Project.
  • Develop schedules for capital and operating costs, as well as production profiles specific to the Project.
  • Conduct thorough economic evaluations to assess the profitability and feasibility of different development options and scenarios within the Project.

III. Optimizing Work Programmes and Budgets for the Project:

  • Manage and optimize work programme and budget planning for the Project, ensuring timely acquisition of necessary information and alignment with established priorities.
  • Ensure efficient resource utilization in alignment with project goals and objectives.

Qualifications:

  • Bachelor's degree in engineering or a related field.
  • 10 years experience in development planning (or Process Engineer/Petroleum Engineering/ Project Engineer) with extensive experience in development planning, particularly in the oil and gas industry, focusing on project-specific development studies and Field Development Plan (FDP) reports for greenfield projects.
  • Sound knowledge and expertise in gas field development and CCS projects, with a proven ability to conduct economic evaluations and cost analyses.
  • Excellent analytical and problem-solving skills, with a focus on optimizing field development plans.
  • Strong project management and organizational abilities.
  • Effective communication and collaboration skills to engage with internal and external stakeholders.
  • Ability to prioritize tasks and work efficiently under deadlines, managing multiple aspects of the Lang Lebah Project.
