Senior Buyer (EPC)

 Job Description:

Our client is an EPC (Engineering, Procurement, and Construction) company specializing in the oil and gas industry. They provide services such as construction management, planning, procurement, prefabrication, assembly, completion, and integration/start-up assistance.

Position: Senior Buyer - 2 Positions 

Type of Hiring: Permanent

Working: 5 Days/Week

Location: Maptaput, Rayong

Responsibilities:

  • Ensure adherence to the procurement process in W3, following established guidelines and procedures.
  • Review and analyze the gap between practical processes and procurement processes in W3.
  • Provide insightful comments and feedback to the procurement supervisor for process improvement.
  • Establish the commercial section of Inquiry, Purchase Order (PO), Blanket Order, and Call-offs.
  • Compile and issue complete sets of documents according to procurement requirements.
  • Develop and implement individual package strategies for efficient procurement execution.
  • Conduct commercial evaluations of bids, identifying deviations from purchase conditions.
  • Generate shortlists and collaborate on joint recommendations, focusing on cost-saving and reduction through negotiation.
  • Arrange Bid Clarification Meetings, providing input to all-inclusive package budgets.
  • Establish milestone payment plans when applicable.
  • Act as the single point of contact, ensuring the update of Master Agreement (MA) files before PO/LOI awards.
  • Contribute to the package follow-up plan.
  • Establish procurement milestones and dates in the Procurement Milestone Plan (PMP).
  • Regularly report status updates to the plan and contribute to cost, progress, and status reporting.
  • Issue material call-offs and execute package releases.
  • Collaborate with Material & MTO Coordinator to issue Material Release Notes to suppliers and freight forwarders.
  • Ensure effective commercial close-out processes are followed after procurement activities.
  • Uphold personnel responsibilities in alignment with the company's management principles.
  • Report and handle complaints and conflicts in a timely and effective manner.
  • Provide regular reports to superiors on work status.
  • Anticipate critical activities that might impact project/job execution.


Qualifications:

  • Bachelor's degree in Economics, Engineering, or a related field.
  • 5 years experience in procurement work.
  • Good command of English (Reading, Writing, and Speaking).
  • Having experience in SAP and MS Projects is preferred.
  • Able to work under pressure, hardworking and self-motivated.
  • Ability to work collaboratively in a team and contribute to a positive work environment.
