Location: Houston, Texas
Compensation: $80,000–$135,000 annually

Position Overview

We are seeking an experienced Procurement Supervisor for a direct-hire opportunity with an industrial manufacturing and fabrication operation in Houston, Texas.

This position is part of a planned succession strategy. The selected candidate will initially join the organization as a Buyer, working alongside the current Procurement Supervisor to learn the company's operations, suppliers, systems, and purchasing processes. The candidate is expected to transition into the Procurement Supervisor role following the current supervisor's planned retirement in July 2027.

The position supports the procurement of bulk materials, engineered equipment, instrumentation, transportation, shop services, and subcontracted services required for manufacturing and project execution.

The ideal candidate brings extensive industrial procurement experience, strong technical purchasing knowledge, vendor-management capabilities, and at least 10 years of supervisory experience within procurement, purchasing, supply chain, construction, manufacturing, or a related environment.

Key Responsibilities

  • Issue purchase orders and blanket purchase order releases for bulk materials, transportation, shop services, and subcontracted services.
  • For applicable large purchase orders, contact vendors to obtain completion percentages for accounting forecasting.
  • Perform material take-offs, competitive bidding, bid evaluation, and order placement for bulk materials.
  • Purchase engineered equipment and instrumentation based on technical RFQ packages provided by Engineering.
  • Route supplier quotations to the appropriate engineering disciplines for technical review and approval.
  • Communicate with suppliers to resolve material, delivery, quality, documentation, and shop-related issues.
  • Define material and documentation requirements according to project specifications.
  • Assist proposal and estimating teams with material pricing, availability, exceptions, clarifications, and specification requirements.
  • Support Design, Process, Mechanical, and other engineering disciplines in specifying materials based on cost, availability, and project requirements.
  • Support design verification of drawings prior to release for construction.
  • Maintain strong supplier relationships and ensure procurement activities support production schedules and project cost objectives.
  • Recruit, train, develop, and manage procurement personnel as responsibilities transition into the supervisory role.
  • Develop proficiency as a Microsoft Dynamics 365 Business Central SuperUser and train new Buyers on Business Central responsibilities and purchasing processes.
  • Support procurement requirements across other business units as needed.
  • Support site operations and process purchase orders for facilities-related requirements.
  • Maintain supplier registry information, including vendor activation, deactivation, and reactivation.
  • Maintain required Certificates of Insurance and other supplier documentation.
  • Prepare annual reporting for rented and leased equipment.

Required Qualifications

  • High school diploma or equivalent.
  • Minimum 5 years of procurement/purchasing experience involving bulk materials, engineered equipment, construction purchasing, industrial materials, or related services.
  • Minimum 10 years of supervisory experience.
  • Demonstrated leadership experience within procurement, purchasing, supply chain, construction, manufacturing, or a related environment.
  • Construction and supply-management experience.
  • Experience supporting fabrication, manufacturing, construction, EPC, oil & gas, petrochemical, or other technically driven industrial operations.
  • Working knowledge of ASME industry codes and standards.
  • Experience with purchase orders, RFQs, competitive bidding, supplier negotiations, technical specifications, and vendor management.
  • Experience purchasing materials or equipment from engineering specifications, drawings, RFQ packages, or other technical requirements.
  • Ability to work effectively with Engineering, Manufacturing, Quality, Operations, Accounting, and other internal stakeholders.
  • Strong organizational, analytical, documentation, and communication skills.
  • Comfortable working onsite in an office environment adjacent to an active fabrication shop, including welding, grinding, and overhead equipment.
  • Ability to work a full-time onsite schedule in Houston, with overtime as business needs require.
  • Ability to lift up to 20 lbs., climb stairs, and maintain focus while analyzing data and documentation.

Preferred Qualifications

  • Procurement experience within fabrication, EPC, oil & gas, petrochemical, chemical, pressure equipment, construction, or similar industrial environments.
  • Experience purchasing engineered equipment and instrumentation.
  • Experience performing material take-offs and working with technical drawings and specifications.
  • Microsoft Dynamics 365 Business Central experience.
  • Experience training and developing Buyers or other procurement personnel.
  • Experience maintaining supplier qualification records, Certificates of Insurance, and vendor databases.

Compensation

The anticipated base salary range is $80,000–$135,000 per year, depending on experience and qualifications.

This is a direct-hire, full-time, onsite position in Houston, Texas.

Career Progression

This opening is being filled in advance of a planned retirement. The selected candidate will initially work as a Buyer while learning the organization's procurement processes, systems, suppliers, technical requirements, and internal stakeholders.

The successful candidate is expected to transition into the Procurement Supervisor position in July 2027, providing an opportunity to learn the operation directly from the current supervisor before assuming full departmental leadership responsibilities.
