About Westerwelle Startup Haus Tunis 

The Westerwelle Foundation for International Understanding, headquartered in Berlin, Germany, is a non-profit organization established in 2013 by Dr. Guido Westerwelle, former German Minister for Foreign Affairs, and Ralph Dommermuth, CEO and Founder of United Internet AG. 

The Foundation's work aims to accelerate digital transformation in emerging economies and create positive spill-over effects that strengthen transparency, integrity, and innovation within both private and public sector institutions. To support entrepreneurship ecosystems and foster innovation, the Westerwelle Foundation operates entrepreneurship hubs known as Westerwelle Startup Haus. These hubs are currently located in Tunis (Tunisia), Kigali (Rwanda), Accra (Ghana), and Mombasa (Kenya), providing entrepreneurs with access to workspaces, networks, mentoring, and entrepreneurship support programs tailored to different sectors and stages of business development. 

In March 2016, the Westerwelle Foundation opened its first Startup Haus in the heart of Tunis. The Westerwelle Startup Haus Tunis (WSHT) offers co-working spaces, private offices, meeting rooms, a multifunctional event space, and advisory services for startups. In addition, WSHT hosts regular workshops, networking events, and capacity-building programs that facilitate knowledge exchange, community building, and entrepreneurial growth. 

Overview 

The Finance & Operations Coordinator supports the smooth financial, operational, and administrative management of Westerwelle Startup Haus Tunis. The role combines day-to-day office operations, supplier coordination, financial tracking, procurement, reporting, compliance support, and program finance logistics. 
 
The Finance & Operations Coordinator works closely with the Country Director, program teams, accountant, suppliers, and the wider Westerwelle Foundation team. 

Responsibilities 

  • Finance & Reporting
    • Prepare and update financial trackers, including payables, receivables, budgets, and forecasts.
    • Process supplier invoices, customer invoices, and payment follow-ups. 
    • Support monthly financial reporting by collecting invoices, deliverables, contracts. 
    • Send complete Program financial reports and supporting documents to the accountant. 
    • Prepare budget forecasts, update budgets with actual expenditures, track variances against budget, and identify and flag financial inconsistencies or potential risks. 
    • Prepare bank reconciliations and follow up on pending transactions. 
    • Support cashflow monitoring and fund request preparation. 
    • Assist the accountant with financial report review and corrections. 
  • Procurement & Supplier Management 
    • Manage procurement processes by requesting quotations, drafting calls for tenders, and preparing bid evaluation matrices to ensure fair and compliant supplier selection. 
    • Ensure procurement follows donor, program, and internal requirements. 
    • Maintain and update the service provider database. 
    • Coordinate with vendors and experts for office, maintenance, event, and program needs. 
    • Collect invoices, contracts, legal documents, and proof of delivery. 
    • Upload and organize supplier documentation in Airtable and SharePoint. 
  • Operations & Haus Management 
    • Ensure daily smooth operations of the Haus, including meeting rooms, coworking areas, supplies, utilities, and visitor support. 
    • Track cleaning, kitchen, stationery, printing, and office supply needs. 
    • Manage office inventory and update Airtable records. 
    • Coordinate maintenance requests related to electricity, lighting, AC, printers, furniture, and general repairs. 
    • Follow up with service providers until issues are resolved. 
    • Support new office setups when needed. 
  • Program Finance & Logistics 
    • Participate in program planning meetings to anticipate activities, vendors, budgets, and logistics. 
    • Support budget forecasting for program activities. 
    • Coordinate event logistics before, during, and after activities. 
    • Collect invoices, contracts, deliverables, and documentation for program reporting. 
    • Support audit preparation by ensuring folders are complete and well organized. 
    • Respond to donor or internal clarification requests related to quotations, invoices, and financial reports. 
  • Compliance & Administration 
    • Maintain organized financial, administrative, supplier, and audit files.
    • Support compliance with internal policies, donor requirements, and Tunisian legal obligations.
    • Prepare and submit required documentation for banks, government notifications, and international transfers.
    • Help improve internal processes, trackers, and documentation systems. 

Qualifications & Experience 

  • Bachelor's degree in Finance, Accounting, Business Administration, Management, or a related field. 
  • Relevant experience in finance, operations, administration, or project support. 
  • Experience in NGOs, startup support organizations, donor-funded projects, or coworking spaces is a plus. 
  • Fluent in French, Arabic, and English.
