Overview

Our Client is seeking a seasoned and proactive Health, Safety, and Environment (HSE) Manager to lead the development, implementation, and oversight of all HSE programs across marine logistics operations. The ideal candidate will bring deep knowledge of maritime safety standards, risk management practices, and environmental regulationsensuring the highest levels of compliance, safety culture, and operational integrity across a fleet of tug and barge vessels.

This position plays a critical role in safeguarding people, assets, and the environment while supporting the companys commitment to excellence in maritime operations. The HSE Manager will work closely with the operations, engineering, and HR teams, as well as external regulators and stakeholders.

Key Responsibilities

HSE Leadership & Compliance

  • Develop, implement, and continuously improve the companys HSE management system in alignment with national and international maritime regulations (e.g., SOLAS, MARPOL, ISM Code, ISPS, OHSAS, and local Indonesian laws)
  • Ensure full compliance with safety, health, and environmental standards across vessel and onshore operations
  • Liaise with port authorities, class societies, and other regulatory bodies during audits, inspections, and incident reviews

Risk Management & Safety Culture

  • Conduct hazard identification, risk assessments, and implement control measures to prevent incidents and ensure business continuity.
  • Lead investigations of all incidents, near misses, and non-conformances. Generate reports with root cause analysis and corrective actions.
  • Promote a proactive safety culture through training, workshops, and leadership engagement initiatives.

Monitoring & Reporting

  • Oversee safety drills, emergency response preparedness, and HSE compliance audits onboard vessels and shore bases.
  • Prepare and present HSE performance reports, trend analysis, and KPIs to senior management.
  • Monitor environmental performance, including fuel emissions, waste handling, and spill response plans.

Training & Development

  • Design and deliver HSE training programs for crew, officers, and onshore personnel.
  • Ensure continuous professional development and awareness of HSE regulations and practices within the workforce.
  • Facilitate onboarding of new employees and contractors to align with company HSE expectations.

Environmental Stewardship

  • Champion environmental sustainability initiatives, ensuring compliance with MARPOL and other environmental frameworks.
  • Supervise waste management practices, ballast water handling, oil record book entries, and pollution prevention measures.

Qualifications and Experience

  • Experience in HSE roles within the marine, shipping, or oil & gas sectors, with at least 3 years in a managerial or leadership capacity.
  • Proven experience in tug and barge operations is highly preferred.
  • In-depth knowledge of maritime HSE legislation and international standards.
  • Strong leadership skills with the ability to influence safety behaviors at all levels of the organization.
  • Certified in HSE-related programs such as NEBOSH, OHSAS 18001/ISO 45001, or equivalent.
  • Excellent communication, reporting, and interpersonal skills.
  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Marine Engineering, or a related discipline. A master's degree is a plus.
