Job Title: Civil Telecom Mobile Network Project Manager

Location: Riyadh, Kingdom of Saudi Arabia (KSA)

Job Summary:

The Civil Telecom Mobile Network Project Manager will oversee end-to-end civil and telecom project activities related to mobile network deployment (5G/4G), ensuring delivery within scope, time, quality, and budget. The role involves managing site construction, telecom installation, subcontractors, materials, and coordination with clients and internal teams.

Key Responsibilities:

1. Project Planning & Coordination

  • Develop project execution plans, schedules, and resource allocation for mobile network rollout.

  • Coordinate with internal teams, vendors, and clients (e.g., STC, Mobily, Zain).

  • Ensure all technical documents, drawings, and BOQs are reviewed and approved.

  • Monitor project progress using project tracking tools.

2. Civil Work Management

  • Oversee civil works for telecom sites including site layout, excavation, foundations, concrete works, tower erection, and shelter installation.

  • Ensure compliance with local regulations, HSE standards, and client specifications.

  • Conduct site surveys and ensure readiness for installation.

3. Telecom Implementation

  • Supervise installation of mobile network equipment (RAN, BTS, MW links, power systems, fiber, grounding, etc.).

  • Manage integration readiness and work closely with RF and transmission teams.

  • Ensure quality checks, testing, and commissioning are completed on time.

4. Team & Subcontractor Management

  • Manage site engineers, supervisors, riggers, and subcontractors.

  • Assign tasks, monitor work quality, and ensure timely delivery.

  • Evaluate subcontractor performance and control project costs.

5. Client & Stakeholder Management

  • Act as primary point of contact with the client.

  • Attend progress meetings, resolve issues, and ensure customer satisfaction.

  • Prepare and submit progress reports, site acceptance documents (SAR), and handover packages.

6. Budget, Procurement & Documentation

  • Manage project budget, cost control, and material usage.

  • Coordinate procurement of materials, equipment, and tools.

  • Maintain all project documentation including daily reports, quality checklists, and approvals.

Qualifications & Requirements:

  • Bachelors degree in Telecom Engineering, Civil Engineering, or related field.

  • Minimum 9-10 years experience in telecom mobile network rollout / civil telecom projects.

  • Strong knowledge of 5G/4G rollout, telecom equipment, and civil site construction.

  • Experience working with major KSA operators/vendors is preferred.

  • Strong leadership, communication, and project management skills.

  • Proficient in MS Project, AutoCAD, ERP systems, and project reporting tools.

  • Valid transferable Iqama (preferred).

  • Ability to manage multiple sites and meet strict deadlines.
