1. Job Description

   • Develop and manage project control plans, cost centers, project standards and resource/capital plans.

   • Control project budget, cost, cash flow and financial performance.

   • Track actual cost vs. budget, analyze cost variances and propose corrective actions.

   • Develop and manage project schedules, including resource-loaded schedules and critical path analysis.

   • Monitor project progress, identify schedule delays and coordinate solutions with relevant teams.

   • Prepare regular project performance reports, KPIs, cost/schedule analysis and management reports.

   • Identify project risks, cost/schedule deviations and compliance issues, and implement mitigation actions.

   • Coordinate closely with Project Managers, Finance, Engineering teams and other stakeholders to ensure effective project delivery.

   • Lead/coordinate the project controls team and provide data-driven recommendations to management.

   • Ensure project control activities comply with company policies, contractual requirements and applicable regulations.

2. Requirements

MUST HAVE

• Bachelor's degree or above in Engineering, Business, Finance, Computer Science, Communication Engineering or related fields.

• Proven experience in Project Control / Project Controls / Cost Control / Project Planning & Scheduling.

• Experience in construction, engineering, infrastructure or large-scale technical projects.

• Strong knowledge of: Cost & budget control/Project scheduling/Financial/project performance analysis/Risk management/Project reporting

• Strong analytical, numerical, problem-solving and communication skills.

• Good proficiency in Excel and project/data analysis tools.

• Fluent Chinese – HSK 5+ is required (English communication is preferred).

PREFER

• Experience managing project control activities for large-scale engineering / infrastructure projects.

• Experience with project management/control systems such as e-Builder, AiM or similar tools.

• Team leadership or experience coordinating Project Control / PMO teams.
