VACANCY: Lead Contract & Procurement Engineer

Key objectives of the role

  • Organize, manage and control goods and services procurement activities within the assigned scope.
  • Drive improvements to Procurement & Contracts processes.
  • Contribute to the development and implementation of best practices across goods and services procurement for the segment.
  • Deliver high-quality service to Partner Entities, optimizing cost, quality and lead time.

Key Responsibilities

  • Lead, support and coach team members.
  • Plan, anticipate and monitor the operational schedule for the assigned activity segment.
  • Represent the entity within HQ network and contribute to cross-entity coordination.
  • Benchmark processes and best practices across entities/subsidiaries and drive continuous improvement of service procurement within the activity segment.
  • Maintain and update procurement governance and reporting deliverables
  • Provide onboarding and mentoring to junior staff and new joiners.

Procurement delivery and contract management

  • Contribute to cost-optimization initiatives and savings delivery plans.
  • Ensure adoption and proper use of HQ framework agreements and FALTC arrangements.
  • Leverage Market Intelligence, cost models and market analyses to support sourcing decisions.
  • Define and execute contractual and tender strategies with Partner Entities and HQ, as required, including.
  • Ensure applicable Local Content requirements are integrated into sourcing strategies and contract awards.
  • Proactively propose framework contracts and innovative commercial solutions.
  • Prepare tender documentation in coordination with Partner Entities.
  • Launch, manage and coordinate tenders end-to-end.
  • Contribute to bid analyses, lead/participate in negotiations, and ensure clear allocation of responsibilities.
  • Draft award recommendations with Partner Entities and present them for Contracts Committee approval, where applicable.
  • Draft, review and finalize contractual documents.
  • Participate in supplier performance and evaluation processes.
  • Lead the resolution of claims in liaison with management and the Legal, Insurance and Finance functions, as well as the Head of C&P; propose response strategies and participate in negotiations.
  • Maintain an up-to-date supplier database.
  • Oversee contract administration for the assigned product line (handover, execution follow-up, claims management, etc.).
  • Contribute to local content reporting.

Compliance, ethics and governance

  • Ensure application of HQ Standard Contracts and General Terms & Conditions.
  • Promote and ensure compliance with ethics rules, conflict-of-interest requirements and the subsidiary's code of conduct.
  • Ensure compliance with contractual policies and applicable laws/regulations, with a strong focus on ethics and transparency.
  • Ensure adherence to Procurement & Contracts rules and procedures in force.

H3SE responsibilities

  • Comply with the subsidiary's H3SE framework and professional recommendations applicable to the role.
  • Implement appropriate precautions to prevent hazards, and report any identified risks or incidents without delay.

Qualification and Experience requirements

  • Education: Master's degree (business school or equivalent).
  • Experience: 8+ years in services procurement within an International Oil Company or an Upstream Oil & Gas service provider
  • and 3+ years in offshore logistics and/or drilling & wells contracts.
  • Experience in contract & procurement processes and methods.
  • Languages: Professional proficiency in English.
  • Tools: good knowledge of SAP procurement module
  • Strong professionalism, rigor and integrity.
  • Team leadership: ability to facilitate, coordinate and develop teams.
  • Strong organizational skills, structured approach, priority management, and ability to meet deadlines; effective problem-solving and conflict management.
