Purpose of the Role

The Head of Pre & Post Mobilisation will be accountable for leading the mobilisation and transition of new contracts and frameworks across the business, ensuring seamless handover from bid to delivery and embedding best practice processes for operational excellence. As the company scales from £50m to £200m turnover, this role will play a critical part in securing, mobilising, and embedding large-scale utility contracts, with a particular focus on electricity. The role will ensure that all new contracts are set up for success from day one, with the appropriate governance, systems, resources, and processes in place. It will also oversee post-mobilisation reviews, driving continuous improvement and ensuring delivery teams are fully supported in achieving performance, compliance, and client satisfaction.


Key Responsibilities

Pre-Mobilisation Leadership

  • Work with the business development and commercial teams to shape mobilisation plans during the bid and tendering phase.
  • Develop standard mobilisation frameworks, tools, and playbooks to ensure consistent approaches across all new contracts.
  • Engage with clients, regulators, and key stakeholders pre-award to align expectations and requirements.


Post-Mobilisation Oversight

  • Lead structured post-mobilisation reviews to ensure lessons learned are embedded into future programmes.
  • Support operational teams in resolving issues during the early stages of delivery.
  • Drive improvements in efficiency, safety, and client satisfaction during post-mobilisation phases.


Governance & Risk Management

  • Establish and maintain mobilisation governance structures to ensure compliance with contract, client, and regulatory requirements.
  • Manage mobilisation risks, dependencies, and issues, escalating where necessary to the Executive Team.
  • Provide regular reports to the Board on mobilisation progress, risks, and outcomes.


Operational Readiness

  • Ensure systems, processes, resources, and supply chains are in place to support successful contract delivery from day one.
  • Coordinate across fleet, plant, procurement, HR, and IT to ensure operational readiness.
  • Introduce digital tools and reporting frameworks to track mobilisation progress and readiness.


Leadership & Collaboration

  • Lead and develop a team of mobilisation managers and coordinators.
  • Collaborate across multiple functions (commercial, operations, finance, HR, SHEQ) to ensure a joined-up mobilisation process.
  • Build strong relationships with clients to ensure confidence in the companys mobilisation capability.


Key Skills & Experience

  • Extensive experience in mobilising large-scale contracts within utilities, infrastructure, or construction, ideally with electricity sector expertise.
  • Proven ability to design and implement mobilisation frameworks and governance structures.
  • Strong commercial awareness and understanding of contract requirements.
  • Excellent stakeholder engagement skills with experience liaising at Board and client executive levels.
  • Strong project and programme management skills with knowledge of industry best practice methodologies.
  • Experience of scaling mobilisation processes to support rapid business growth (£100m+ turnover).
  • Strong leadership skills with experience building and developing cross-functional teams.

  • Successful mobilisation of all new contracts on time, on budget, and fully compliant with client and regulatory requirements.
  • Seamless transition from bid to delivery with no disruption to client operations.
  • Positive client feedback and high confidence in the companys mobilisation capability.
  • Consistent application of mobilisation frameworks across all contracts.
  • Embedding of lessons learned from post-mobilisation reviews into future programmes.
