Responsibilities

•        Monitor the use of the required personal protective equipment;

•        Support the coordination of the assignment of special HSE supervisors, e. g. fireguards, manhole watches, and banksmen as well as first-aiders;

•        Support the site management in the project specific modification, extension and updating of the risk assessment for site activities involving personnel;

•        Check the implementation and effectiveness of the protective measures determined in safety walk records and incident investigation reports;

•        Collaboration with all participating HSE organizations, personnel of Client, personnel of Subcontractors and suppliers, plant medical service, emergency medical service, first aid station, plant security, etc. ;

•        Suggest disciplinary measures for offenses against the HSE regulations according to project specifications;

•        Active participation in site meetings according to project specifications;

•        Contribute to a systematic notification, reporting, and investigation of HSE incidents (incl. unsafe practices and working conditions) according to the specifications;

•        Determine the root, intermediate and underlying cause of any accidental occurrence and recommend control measures to prevent reoccurrence;

•        Evaluate and compile HSE statistics and performance and develop suggestions for necessary preventive measures;

•        Support the site management in the preparation of HSE monthly, weekly and daily report;

•        Support the site management in the preparation and execution of internal and external site HSE audits.

•        To  manages his/her HSE team by setting targets for the relevant scope of work and through the utilization of strengths and support of weaknesses of team members. The HSE Manager shall promote good communication and encourage team spirit and teamwork.

•        Prepares the schedule for vacation and days off of team members with consideration of the project requirements and in consultation with the Project Manager and Client.

Requirements

•        Recognized Technology/ Science-related Diploma/ Engineering Degree with 8 years of experiences in Oil and Gas Engineering and Construction Projects;

•        Certified Safety Professional (Registered with Ministry of Manpower, Singapore for WSH officer);

•        Certified Industrial Hygienist (Registered with Occupational and Environmental Health Society, Singapore for Registered Industrial Hygienist);

•        Certified Environmental Control Officer (Registered with National Environmental Agency, Singapore for Environmental Control Officer);

•        Certificate in Risk Management Course;

•        Certification of Safety Instruction Course for Lifting Supervisor;

•        Certification of Confined Space Safety Assessor;

•        Work-At-Height Course for Assessors;
