Responsibilities:

  • Supervision of the implementation and effectiveness of the site HSE management system
  • Development of recommendations for HSE improvement measures regarding construction and commissioning.
  • Notification of the Chief HSE Manager Construction and Commissioning of any need for adjustment in the HSE-related basic documentation
  • Support of the construction site management in the implementation of the project-specific HSE Program Site (incl. related documents, e.g. Safe Work Procedures)
  • Where necessary, adjustment or supplementation of the project-specific HSE documents or arrangement of same
  • Development, updating, organisation and, if applicable, implementation of training and educational concepts for the construction site personnel of LE and contractors regarding HSE in construction and commissioning
  • In particular:
    • HSE instruction project construction site
    • Necessary HSE instruction for personnel arising after opening of the construction
    • site from project-specific additions to the Risk Assessment Construction Site
    • Training on main HSE topics (depending on need for improvement)
  • Support of the construction site management in the HSE coordination of the different contractors, especially via the HSE coordination plan and the work permit procedure
  • Participation in the execution of the work permit procedure (e.g. technical inspection of the work permits including the referenced documents)
  • Inspection of the temporary site facilities and contractors before initial use (e.g. office containers, social and sanitary facilities, stores and workshops) for compliance with legal and project-specific HSE requirements
  • Participation in the inspection of the HSE documents of the contractors (HSE plan of the contractors, risk assessment, job safety analysis, etc.)
  • Auditing of the contractors regarding all HSE matters
  • Autonomous execution of safety inspections as defined on a project-specific basis and participation in other construction site inspections, e.g. with authorities, client project management, construction site management and contractors
  • Checking that the prescribed personal protective equipment is being used
  • Support in the coordination of the use of special HSE-related watches, e.g. fire watches, safety watches and observation watches as well as first-aiders
  • Support of the construction site management in the project-specific adjustment,
  • supplementation and updating of the risk assessment for the construction site activities of personnel
  • Checking the implementation and effectiveness of the protective measures defined in the site inspection reports and incident investigation reports
  • Cooperation with all the HSE organisations, client personnel, contractor and supplier
  • personnel, works medical service, rescue service, first-aid station, works security service, etc. involved in the project
  • Recommendation of disciplinary measures in the case of breaches of HSE regulations as defined on a project-specific basis
  • Active participation in construction site meetings according to project-specific stipulation
  • Participation in the systematic notification, investigation and reporting of HSE incidents (incl. unsafe actions and conditions) in accordance with LE stipulations
  • Evaluation and keeping of HSE statistics and performance, and development of
  • recommendations for preventative measures
  • Support of the construction site management in the preparation of HSE reports / preparation and execution of internal and external site HSE audits

Requirements

  • Min Advance Certificate in WSH or Safety Coordinators Course with Min 10 years relevant experience in Oil & Gas / Petrochemical Industry.
  • Possessing Lifting Supervisor Course Certificate, Supervise Work In Confined Space, Managing Work At Height Certificates, etc. an added advantage
  • Extensive knowledge of construction activities and phases.
  • Good knowledge of Microsoft office tools: Word, Excel, Power Point.
  • Extensive knowledge of safe systems of work (e.g. PTW, MSRA)
  • Extensive knowledge of local SHE requirements in Singapore.
  • Extensive knowledge of incident investigation tools (e.g. root cause analysis, causal trees etc).
  • Good MS Office skills particularly in Excel, Words and Power point.
