About the job Chief Financial Officer – Infrastructure Holding Group
An international Infrastructure Holding Group is seeking an experienced Chief Financial Officer (CFO) to lead finance, planning, and corporate support functions across a portfolio of major EPC, infrastructure, industrial, and project-based operations across the CIS region.
Based in Doha, this role will work closely with the Board of Directors and shareholders, supporting strategic decision-making, financial discipline, and operational performance across multiple entities and jurisdictions.
The CFO will oversee core finance activities together with several key business support functions including Contracts, Legal, HR, IT, and Administration. This is a broad leadership role suited to a commercially minded executive with strong mandatory EPC sector experience and understanding of project-driven businesses.
Key Responsibilities
Finance Leadership
- Develop and implement financial strategies aligned with business objectives and long-term growth plans across EPC and infrastructure operations
- Lead budgeting, forecasting, and financial planning across operating companies and active EPC projects
- Provide regular financial analysis and management reporting to support executive decision-making
- Monitor business performance and identify opportunities to improve efficiency, profitability, and project returns
EPC Project Finance & Commercial Oversight
- Oversee financial management of EPC projects including cost controls, profitability, billing cycles, and cash collection processes
- Monitor milestone payments, contract variations, claims exposure, retention balances, and working capital across projects
- Work closely with project directors, commercial teams, and operations management to strengthen financial discipline and margin performance
- Support governance across EPC contracts, subcontractor arrangements, and project reporting processes
- Review commercial performance of ongoing and upcoming EPC projects and recommend corrective actions where required
Treasury & Funding
- Manage treasury operations including cash flow planning, liquidity management, and banking relationships
- Oversee bank guarantees, letters of credit, bonding facilities, and project financing arrangements common within EPC environments
- Support capital allocation decisions across the group's projects and operating entities
Governance & Controls
- Maintain effective internal controls, reporting standards, and approval procedures
- Support risk management frameworks suitable for EPC and project-driven environments
- Coordinate audit, tax, compliance, and regulatory matters across the group
- Ensure strong governance standards across all legal entities and jurisdictions
Business Support Functions
- Oversee Contracts, Legal, HR, IT, Administration, and other shared support functions
- Improve coordination between finance, operations, and support teams
- Support the development of systems, teams, and internal processes across the organisation
Key Requirements
- 15+ years of finance experience, including 5+ years in a senior leadership role within mandatory EPC, infrastructure, construction, engineering, or energy sectors
- Proven track record working in EPC project environments with strong understanding of project cycles, contract structures, and commercial delivery models
- Strong background in project accounting, cost control, budgeting, and financial management
- Strong commercial judgement and practical leadership style
- Professional qualification such as CA, CPA, ACCA, MBA Finance, or equivalent
- Fluent Russian and English required
