An Industrial Holding Group executing a major pipeline project is establishing its head office in Doha and requires an HR Director to build and lead all HR administration activities. The role will initially be a sole contributor, responsible for setting up HR operations in full compliance with Qatar Labour Law and Qatar Financial Centre (QFC) regulations. As the project team grows, the HR Director will be expected to scale the function accordingly.

Key Responsibilities
  • Plan, procure, and set up the complete IT infrastructure for the new Doha office, including networking, servers, endpoints, and telephony
  • Design and implement a secure, high-availability connectivity environment linking the Doha headquarters with the project site and offices in CIS
  • Establish and enforce IT policies, including cybersecurity, data protection, and access controls, complying with Qatari regulatory requirements
  • Provide hands-on day-to-day IT support for Doha-based staff and short-term visitors from other locations
  • Evaluate and manage external vendors, internet service providers, and technology partners
  • Ensure business continuity planning, backup systems, and disaster recovery protocols are in place
  • Collaborate with project leadership to align IT capabilities with the evolving needs of a multi-year engineering and construction project
Key Requirements
  • 10+ years of IT infrastructure and operations experience, including a track record of setting up new office IT environments
  • Strong expertise in network design, VPN/WAN solutions, cloud services, and server administration
  • Experience integrating IT systems across multiple countries, preferably in the CIS and Middle East regions
  • Knowledge of Qatar's data protection, telecommunications, and cyber regulations is a distinct advantage
  • Fluency in Russian and English is strongly preferred; Arabic is a plus
  • Self-sufficient, hands-on leadership style, comfortable working without a local IT team initially
  • Willingness to travel occasionally as required
