About the job HR Director, Industrial Holding Group
An Industrial Holding Group executing a major pipeline project is establishing its head office in Doha and requires an HR Director to build and lead all HR administration activities. The role will initially be a sole contributor, responsible for setting up HR operations in full compliance with Qatar Labour Law and Qatar Financial Centre (QFC) regulations. As the project team grows, the HR Director will be expected to scale the function accordingly.
Key Responsibilities
- Establish and manage the full spectrum of HR operations for the Doha office from the ground up
- Ensure all HR policies, procedures, and practices are compliant with Qatar Labour Law and QFC requirements
- Administer employee lifecycle processes, including onboarding, contracts, payroll coordination, and leave management
- Serve as the primary point of contact for all employee relations matters and day-to-day HR administration
- Develop and implement HR frameworks that can scale as the organisation expands
- Coordinate with the project's leadership team in Qatar and CIS region on workforce planning and HR strategy
- Manage external vendors, such as payroll providers and insurance brokers, ensuring cost-effective and compliant services
- Oversee mobilisation support, including relocation, visas, and work permits for internationally assigned staff
Key Requirements
- 10+ years of progressive HR experience, with at least part gained in a start-up or sole-contributor role within a corporate environment
- Strong operational knowledge of Qatar Labour Law and QFC employment regulations
- Proven track record of setting up HR functions, policies, and administrative systems from scratch
- Experience supporting construction, engineering, or EPC project environments is a significant advantage
- Ability to work independently and manage the full HR remit without a local team
- Fluency in Russian and English is essential; Arabic is an advantage
- High integrity, discretion, and the maturity to advise senior leadership on sensitive people matters
