Job Purpose

The Freelance Civil Engineer will support the Engineering & Maintenance Department in the planning, design development, and tender documentation of CAPEX civil projects. The role will focus on preparing technical deliverables and contract-ready documentation in line with airport operational requirements and regulatory standards.

    A. Design & Technical Development

    • Develop concept and detailed civil/structural designs for airport-related infrastructure projects
    • Prepare and review drawings (layouts, sections, details) for civil works including buildings, pavements, and utilities
    • Ensure compliance with applicable standards including:
    • General Civil Aviation Authority (GCAA CAR AGA)
    • International Civil Aviation Organization Annex 14
    • Local municipality and UAE Civil Defense requirements

    B. Scope & Specification Development

    • Prepare detailed Scope of Work (SoW) for CAPEX projects
    • Develop technical specifications (consultant-level) for:
    • Civil and structural works
    • Pavement works (runway, taxiway, apron)
    • Buildings (cargo, hangars, offices)
      • Site Inspections and ensuring contractors works are as per approved specification and standard rules and regulations.

      C. Tender & Contract Documentation

      • Prepare Request for Proposal (RFP) / Tender Documents
      • Draft Employer's Requirements (for Design & Build contracts)
      • Assist in preparation of:
      • FIDIC-based contract documents
      • Special Conditions (Part B)
      • Technical compliance matrices

      D. BOQ & Costing

      • Prepare detailed Bill of Quantities (BoQ) with measurement standards
      • Develop cost estimates and rate analysis
      • Review contractor submissions for commercial and technical alignment

      E. Technical Review & Coordination

      • Review contractor designs, shop drawings, and submissions
      • Provide technical inputs during:
      • Tender evaluation
      • Pre-bid meetings

        F. Documentation & Reporting

        • Prepare technical reports, concept notes, and design briefs
        • Maintain structured documentation for audit and approval purposes
        • Support preparation of authority submissions (GCAA / Civil Defense)
        • Prepare construction progress reports based on site inspections.

        Qualifications

        Educational Qualifications

        • Bachelor's Degree in Civil Engineering (mandatory)
        • Master's Degree (preferred but not mandatory)

        Arabic skills are an added advantage.

        Professional Qualifications

          • Civil Engineering with CAD knowledge

        EXPERIENCE

        Required Experience

        • Minimum 8–12 years of experience in civil engineering
        • At least 3–5 years in airport / aviation projects
        • Proven experience in:
        • - Strong knowledge of:

          • Industrial / warehouse structures
          • Tender and contract documentation
          • GCAA CAR AGA requirements
          • ICAO Annex 14 and Doc 9157
          • FAA / international airfield standards (preferred)

        • AutoCAD (mandatory)
        • Civil 3D / similar (preferred)
        • MS Excel (advanced for BOQ and costing)
        • MS Project / Primavera (preferred)
        • Strong technical writing and specification drafting skills
        • Ability to translate concepts into contract-ready documents
        • Excellent analytical and problem-solving skills
        • Familiarity with airport operational constraints
        • Ability to work independently and deliver within timelines

        • Duration: Based on project requirements (3–6 months typical)

        All staff has the following safety responsibilities and is accountable to their supervisor(s) and Head of Department:

        • To comply with the relevant safety requirements and procedures outlined in the Aerodrome Operations Manual and Safety Management System and any other instructions or notices issued by Ras Al Khaimah International Airport.
        • To comply with the safety requirements detailed within their training.
        • To advise their Head of Department and the Airport Duty Officer team of any safety occurrence or system failure and to identify and report any situation of potential risk or concern affecting safety via one of the following means.
        • Report directly to the Safety Department or an immediate supervisor.
        • Submitting an Accident/ Incident Report.
        • Support safety audits as and investigations as they occur.
