Role Summary

The Head of the Nuclear & Radiation Protection Department leads all regulatory, safety, and strategic functions related to nuclear and radiation protection at RURA. The role oversees the implementation of national and international standards, ensures compliance, and provides leadership across two core divisions: Nuclear & Radiation Safety and Nuclear Security & Safeguards.

Key Responsibilities

Strategic Leadership & Oversight

  • Set departmental vision and ensure alignment with RURA's mission.

  • Develop and implement policies, objectives, and plans.

  • Oversee procurement, budgeting, and resource allocation.

Regulation & Compliance

  • Ensure adherence to national and international safety and security regulations.
  • Lead regulatory responses to emergencies, incidents, and inspections.
  • Interface with the Ministry of Emergency Management and other authorities.

Departmental & Division Management

  • Supervise division managers and ensure coordination across teams.
  • Review reports and manage administrative and IT functions.
  • Promote efficiency and cross-functional collaboration.

Safety, Security & Risk Management

  • Oversee all safety, security, and safeguards protocols.
  • Lead risk assessments, emergency preparedness, and incident investigations.
  • Develop mitigation strategies and enforce best practices.

Policy & Stakeholder Engagement

  • Draft and update internal policies and procedures.
  • Engage with local, regional, and international bodies on regulatory matters.
  • Represent RURA in external forums and promote cross-sector collaboration.

Reporting & Documentation

  • Prepare strategic reports for RURA leadership and stakeholders.

  • Maintain regulatory records, incident logs, and safety documentation.

Requirements

Education & Experience

  • Masters degree in Nuclear Physics, Engineering, Radiation Safety, or related field.
  • At least 5 years of experience in nuclear regulation, including 3+ years in a leadership role.
  • Certification in radiation safety or nuclear regulatory affairs is an asset.

Skills & Competencies

  • In-depth knowledge of nuclear safety, security, safeguards, and legal frameworks.
  • Proven leadership and team management skills.
  • Strong stakeholder engagement and communication abilities.
  • Experience with emergency preparedness, investigations, and compliance audits.
  • Fluency in international and national nuclear legal instruments.
  • High integrity and commitment to public safety and environmental protection.
