About the Role
GATI is seeking an experienced Program Manager – Private Sector Engagement (Maharashtra) to lead industry partnerships and employer engagement across Maharashtra.
The Program Manager will be responsible for building and managing relationships with companies, industry associations, employers, chambers of commerce, sector bodies, and ecosystem partners to expand participation in GATI's workforce mobility initiatives. The role will focus on catalyzing private sector participation, identifying strategic partnerships, supporting program implementation, and creating sustainable employer pipelines for international workforce mobility.
This is a highly external-facing role requiring exceptional relationship management, business development, and program execution skills. The ideal candidate is entrepreneurial, comfortable engaging CXOs and senior leadership, and thrives in a fast-paced environment where stakeholder management and execution go hand in hand.
Key Responsibilities
Private Sector Partnerships
Build and manage strategic relationships with employers, industry associations, chambers of commerce, sector councils, and private sector organizations across Maharashtra.
Identify and onboard companies interested in participating in international workforce mobility and global talent initiatives.
Develop and execute engagement strategies to expand GATI's employer and industry network.
Serve as one of the key relationship managers for key private sector partners across the state.
Business Development & Industry Engagement
Identify new partnership opportunities aligned with GATI's strategic priorities.
Conduct outreach to employers and ecosystem partners through meetings, presentations, and industry forums.
Develop partnership proposals, concept notes, presentations, and engagement plans.
Support the development of employer-led workforce mobility initiatives and collaborative programs.
Program Management
Lead planning and execution of industry engagement programs, pilots, consultations, and partnership initiatives.
Develop implementation plans, timelines, stakeholder engagement strategies, and monitoring frameworks.
Ensure timely execution of deliverables while coordinating across internal teams and external partners.
Track program progress and prepare regular updates for leadership.
Stakeholder Engagement
Coordinate with employers, training institutions, universities, government agencies, and international partners to deliver collaborative initiatives.
Build consensus among multiple stakeholders and facilitate cross-sector partnerships.
Secure opportunities for GATI at industry events, conferences, roundtables, consultations, and networking forums.
Research & Market Intelligence
Track industry trends, workforce demand, labour market developments, and employer requirements across priority sectors.
Conduct market research to identify emerging opportunities for international talent mobility.
Synthesize research into actionable insights to support strategic decision-making and partner engagement.
Operations & Execution
Manage multiple workstreams simultaneously while maintaining high-quality execution.
Coordinate internal teams, consultants, and external stakeholders.
Maintain stakeholder databases, partnership trackers, CRM systems, and program documentation.
Ensure timely follow-up on commitments and resolution of operational challenges.
Events & Convenings
Lead planning and execution of employer roundtables, industry consultations, conferences, workshops, and delegation visits.
Coordinate speakers, industry leaders, partners, logistics, and communications.
Manage post-event engagement, reporting, and action tracking.
Preferred Candidate Profile
5–8 years of experience in industry partnerships, corporate engagement, business development, strategic partnerships, consulting, employer engagement, or program management.
Strong network within Maharashtra's private sector, industry associations, or employer ecosystem is highly desirable.
Experience engaging CXOs, senior executives, and business leaders.
Demonstrated ability to build partnerships and manage complex stakeholder relationships.
Excellent communication, presentation, and negotiation skills.
Strong project management and execution capabilities with the ability to manage multiple priorities.
Entrepreneurial mindset with strong ownership and problem-solving abilities.
Comfortable working independently in a fast-paced, high-growth environment.
Willingness to travel extensively across Maharashtra.
Preferred Qualifications
Bachelor's or Master's degree in Business Administration, Management, Economics, Public Policy, International Relations, Commerce, or a related field.
Experience working with industry associations, chambers of commerce, consulting firms, skilling organizations, workforce development initiatives, or international business programs.
Strong understanding of employer engagement, talent acquisition, workforce development, or global mobility ecosystems.
Experience preparing partnership proposals, presentations, business cases, and stakeholder communications.
Fluency in English is essential; proficiency in Marathi and Hindi will be an advantage.
